Key Facts: Energy Allied signed agreements with the Government of Senegal and Petrosen for a proposed private development bringing investors for a grass roots refinery and biodiesel plant in Senegal.

Value:  Estimated Total Investment cost in 2008 was USD 2 billion

Brief Facts:  Energy Allied retained Shaw Stone & Webster for feasibility study utilizing a fluid catalytic cracking unit (FCC).  Additional companies were retained to assemble the financing execution plan.  The refinery would have as a feedstock West Africa crudes.  At the time, 14 MM metric tons of various refined products were being imported into West Africa from Europe and the Middle East.

Description: Unfortunately, political events overtook the refinery/power plant investment and it was never able to be constructed.
